What does it mean to have power over a thing.
Luke 9:1
Then he called his twelve disciples together, and gave them power and authority over all devils, and to cure diseases.
To have power is to have authority.
Also 1 Corinthians 15:24
“Then cometh the end, when he shall have delivered up the kingdom to God, even the Father; when he shall have put down all rule and all authority and power.”
So the king of the North will have rule and authority over the gold and silver, and over all the precious things of Egypt.

Note the Papacy is totally displeased about the current financial system especially the financial markets controlled by speculation

13And cinnamon, and odours, and ointments, and frankincense, and wine, and oil, and fine flour, and wheat, and beasts, and sheep, and horses, and chariots, and slaves, and souls of men.
The King of the North will have power over all the precious things of the earthincluding the souls of men.

What is the Beast Mark
When Emperor Constantine I—a pagan sun-worshipper—came to power in A.D. 313, he legalized Christianity and made the first Sunday-keeping law. His infamous Sunday enforcement law of March 7, A.D. 321, reads as follows: “On the venerable Day of the Sun let the magistrates and people residing in cities rest, and let all workshops be closed.” (Codex Justinianus 3.12.3, trans. Philip Schaff, History of the Christian Church, 5th ed. (New York, 1902), 3:380, note 1.)
The Sunday law was officially confirmed by the Roman Papacy. The Council of Laodicea in A.D. 364 decreed, “Christians shall not Judaize and be idle on Saturday but shall work on that day; but the Lord’s day they shall especially honour, and, as being Christians, shall, if possible, do no work on that day. If, however, they are found Judaizing, they shall be shut out from Christ” (Strand, op. cit., citing Charles J. Hefele, A History of the Councils of the Church, 2 [Edinburgh, 1876] 316).
Cardinal Gibbons, in Faith of Our Fathers, 92nd ed., p. 89, freely admits, “You may read the Bible from Genesis to Revelation, and you will not find a single line authorizing the sanctification of Sunday. Libya meaning "afflicted or weeping" is a large region of northern Africa, bordering Egypt. In
that portion of it which had Cyrene for its capital and was thence called Libya Cyrenaica.
Who are the afflicted weeping ones in the Bible ?Third world nations!

Who are the Etheopians? First world countries!

come to Jerusalem for to worship. .
Isaiah 45:14
“Thus saith the LORD, The labour of Egypt, and merchandise of Ethiopia and of the Sabeans, men of stature, shall come over unto thee, and they shall be thine: they shall come after thee; in chains they shall come over, and they shall fall down unto thee, they shall make supplication unto thee, saying, Surely God is in thee; and there is none else, there is no God.”

primitive root; to pace, that is, step regularly; (upward) to mount; (along) to march; (down and
causatively) to hurl: - bring, go, march (through), run over.
Note: We can interpret this as all classes of the world, from the poorer third-world countries
(symbolized by the Libyans), to the more prosperous countries (symbolized by the
Ethiopians) – will be walking in stride with the Sunday decree, honoring the spurious
sabbath that was instituted by the “man of sin.”
